Main Responsibilities: · Collaborate closely **Supplier Management:** \* Identify, evaluate, and negotiate with local and international suppliers to secure optimal purchasing terms regarding price, quality, and delivery time. \* Ability to identify, assess, and select appropriate suppliers who are legitimate and comply with legal and administrative requirements for supplier registration, thereby preventing fraud or legal and compliance issues, as well as enabling long-term relationship management and strategic alliance development. · **Needs Analysis:** \* Collaborate with technical, economic control, cost, and production departments to identify material and equipment requirements according to project phases. · **Inventory Control:** \* Collaborate with the warehouse department to maintain appropriate inventory levels, avoiding material surpluses or shortages. · **Effective Supplier Negotiation and Contracting:** \* Ensure negotiations and signing of supplier contracts that guarantee optimal commercial and legal conditions. \* Ability to negotiate prices, payment terms, delivery schedules, and contracts with suppliers to obtain the best commercial terms. · **Purchase Order and Delivery Supervision:** \* Monitor the procurement process from purchase order issuance through delivery and on-site verification of goods. · **Cost Control:** \* Implement cost-saving and optimization strategies for material procurement while adhering to allocated budgets. \* Supervise and control the procurement budget assigned to each project, identifying savings opportunities without compromising material quality.\* \*Monitor and report any procurement variances or cost overruns to the General Directorate, General Management, and Administrative Management. · **Purchase Order Supervision:** \* Validate and approve purchase orders, ensuring compliance with technical, financial, and legal requirements prior to issuance. · **Regulatory Compliance:** \* Ensure suppliers and products comply with applicable legal and quality regulations in the construction industry. · **Strategic Alliance Management:** \* Develop long-term relationships with strategic suppliers. · **Risk Management:** \* Identify and mitigate risks associated with material procurement, such as price fluctuations, supply shortages, or supplier non-compliance. · **Procurement Reporting and Analysis:** \* Prepare periodic reports on procurement status, inventory control, cost savings achieved, and performance indicator compliance. \* Propose procurement process improvements based on data analysis and market trends.
