This position is responsible for procurement related to real estate projects, commercial premises operations, and strategic supply for the entertainment business unit. In addition to coordinating key negotiations and ensuring budget compliance, the Procurement Manager will be responsible for optimizing the use of the ERP **Oracle**, leading the procurement team, and maintaining strong relationships with strategic suppliers. ### **Key Responsibilities** #### **Procurement Strategy and Processes** * Design and execute the corporate procurement strategy for various business units. * Establish policies, procedures, and operational guidelines to ensure efficiency and control. #### **Operational Oversight** * Coordinate procurement for: + Construction, renovation, and maintenance of properties. + Equipment, services, and supplies for commercial premises. + General procurement for the entertainment business unit (services, supplies, entertainment, etc.). #### **Oracle ERP System Management** * Ensure correct usage of the procurement module in Oracle. * Supervise the full purchase order lifecycle, including receipt and closure. #### **Negotiation and Contracting** * Negotiate with national and international suppliers. * Develop framework agreements and establish long-term arrangements that optimize costs and terms. #### **Financial and Budgetary Control** * Monitor procurement budget compliance per project or business unit. * Identify variances and propose corrective actions. #### **Supplier Evaluation and Development** * Implement qualification and performance criteria. * Supervise compliance, quality, and service indicators. #### **Team Leadership** * Lead and develop the procurement team (Deputy Manager, Analysts, Assistants). * Promote continuous improvement, efficiency, and professionalism within the department. #### **Document Management and Compliance** * Ensure adherence to internal and tax regulations. * Prepare reports, audits, and key performance indicators for senior management. #### **Optimization and Continuous Improvement** * Identify opportunities for cost, process, and procurement cycle time improvements. * Propose initiatives for savings and operational efficiency. ### **Required Profile** **Academic Qualifications:** * Bachelor’s degree in Business Administration, Industrial Engineering, Logistics, or related field. **Experience:** * Minimum 7 years in procurement, including at least 3 years in leadership roles. * Specific experience in procurement for construction projects, commercial leasing, or recreational parks. * Proficiency in Oracle ERP (procurement module, requisitions, purchase orders). **Technical Knowledge:** * Strategic and operational procurement. * Budgeting, tendering, cost control, and contracting. * Materials and services related to construction, maintenance, entertainment, and consumer goods. * Tax regulations and documentation compliance in procurement processes. **Key Skills:** * Strategic leadership and team development. * Planning, organization, and results orientation. * High-level negotiation. * Commercial acumen and budgetary control. * Problem solving and decision making. * Effective communication and interdepartmental collaboration. * Advanced Excel proficiency. **Languages:** * Intermediate\-advanced English (ability to interact with international suppliers). ### **Key Performance Indicators (KPIs):** * Budget compliance per business unit or project. * Average procurement cycle time. * Percentage of savings generated through negotiations and contracts. * Supplier compliance and performance level. * Accuracy and traceability of purchase orders in Oracle ERP. * Internal requesting departments’ satisfaction.
