Participation in high-value strategic tenders About Us Fracción-Cuarta is a construction company specializing in civil works, industrial projects, and disaster recovery. We are strengthening our technical structure and seeking a cost engineering specialist to ensure competitiveness in tenders and profitability in projects. The Challenge We seek a Unit Cost Engineer who will serve as the technical engine of our project pipeline. You will be responsible for preparing unit price analyses, tender budgets, and estimates that determine the viability and profitability of each business opportunity. This role is ideal for you if: • You master technical cost analysis and enjoy meticulous work • You are passionate about precision and numerical competitiveness • You seek stability with occasional (not constant) travel • You want to directly impact project profitability • You value structured work with a robust methodology This role is NOT for you if: • You prefer 100% field-based work • You are not interested in detailed input and matrix analysis • You seek a people management position • You are unwilling to undertake occasional site verification trips Main Responsibilities Budgeting and Analysis (80% office-based): • Prepare unit price analyses (UPA) for civil and industrial works • Compile complete budgets for public and private tenders • Develop itemized concept catalogs by line item • Break down inputs and quantify volumes • Update cost databases with current prices • Calculate the Real Wage Factor (FASAR) per applicable regulations • Analyze and incorporate indirect costs, financing, and profit Tenders and Proposals: • Prepare technical and economic documentation for bids • Compile proposals in accordance with tender requirements • Conduct cost adjustment studies (escalation clauses) • Perform comparative analysis of competitor proposals • Obtain quotations from suppliers and subcontractors Field Verification (20%): • Site visits to verify actual productivity • On-site quantity surveys • Validation of site conditions for budgeting purposes • Support in claims analysis and extra work assessments Mandatory Requirements Academic Qualifications: • Bachelor’s degree and professional license in Civil Engineering, Architecture, or Construction Engineering • Degree holder (mandatory) Experience: • 3–6 years preparing construction costs and budgets • Experience in public and/or private tenders • Demonstrable knowledge of Mexican regulations (LOPSRM, related regulations) Technical Skills (mandatory): • OPUS: advanced level (Module 1 Minimum Budget) • Advanced Excel: complex formulas, pivot tables, macros • Databases: ECOSTOS, BIMSA, official rate books • Updated FASAR calculation (2023–2024 reform) • Strong grasp of concepts: materials, labor, equipment, indirects Regulatory Knowledge: • Public Works and Related Services Law (LOPSRM) • LOPSRM Regulation: unit price compilation • Applicable Mexican Official Standards for construction • Federal Labor Law, IMSS, INFONAVIT (FASAR components) Operational Competencies: • Valid Class A driver’s license (desirable) • Availability for occasional travel (20% of time) • Analytical ability and attention to detail • Ability to manage pressure during tight deadlines Highly Valued Qualifications • Graduate of IPN (ESIA), UNAM, UAM, BUAP, UAQ, UASLP, or state universities • Proficiency in Neodata in addition to OPUS • Official certification in OPUS or Neodata • Knowledge of AutoCAD for quantity takeoff from drawings • Experience with BIM software (Revit) for quantity extraction • Diploma in cost estimation and budgeting (IMIC, CMIC, etc.) • Experience in industrial projects or disaster recovery • Knowledge of specific regulations: CFE, PEMEX, SCT, CONAGUA We Offer Competitive Compensation: • Gross monthly salary: $18,000 – $25,000 MXN (based on experience) • Productivity bonus for winning proposals • 15-day Christmas bonus • Vacation premium: 25% • Vacation days: 12 days starting Year 1 Benefits: • Statutory benefits above legal minimums • Corporate laptop • Full per diems when travel applies Professional Development: • Career path toward Head of Cost Estimation • Participation in high-value strategic tenders • Access to specialized software and premium databases • Sponsored professional certifications . -Requirements- Minimum education: Higher education – Bachelor's degree 3 years of experience Age: Up to 50 years Driver's licenses: A Willingness to travel: Yes Keywords: engineers, ingeniera, ing, engineer
