Position Identification** * **Department:** Tenders / Costs and Budgeting. * **Reports to:** Director of Administration / Engineering Management. * **Position Objective:** To develop competitive and technically sound economic proposals for public and private tenders, ensuring project profitability and regulatory compliance. **2\. Key Responsibilities** * **Economic Proposal Integration:** Prepare baseline budgets, material take-offs, hourly cost analyses, indirect costs, financing, and profit margins. * **Unit Price Analysis (APU):** Research and update current market costs for materials, labor, and equipment. * **Tender Management:** Assemble the "Economic Envelope" strictly adhering to tender requirements (Federal, State, or Private). * **Real Wage Factor (FASAR) Calculation:** Accurately determine labor costs, incorporating statutory benefits and employer-employee contributions (IMSS, INFONAVIT). * **Subcontractor Comparisons:** Analyze and benchmark quotations from suppliers and subcontractors to select the most cost-effective option. * **Cost Adjustments:** Prepare escalation clauses and claims for price increases during project execution. **3\. Technical Requirements (Hard Skills)** * **Education:** Bachelor's degree in Civil Engineering or Industrial Engineering (graduated). * **Specialized Software:** Expert proficiency in **Neodata** or **Opus** (mandatory). * **Advanced Excel:** Proficiency in macros, pivot tables, and complex formulas for profitability reporting. * **Regulatory Knowledge:** In-depth understanding of the **Public Works and Related Services Law** and its Regulations. * **Blueprint Reading:** Ability to quantify volumes from architectural and engineering drawings.
