Therefore, ECLAC considers it appropriate to carry out a consultancy to process multi-year household and household income and expenditure surveys from several Central American countries, which are part of the ECLAC Household Survey Database (BADEHOG), in order to create ad hoc databases for analyzing energy poverty and to conduct quantitative analysis using the processed data. The results of this consultancy will be incorporated into the report on the characterization of energy poverty being prepared by the Energy and Natural Resources Unit at ECLAC's subregional headquarters in Mexico. Objectives and Deliverables 1. Process household and household income and expenditure surveys to generate ad hoc databases for the characterization of energy poverty in Central America (Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama, and the Dominican Republic). 2. Quantitatively analyze the relationship between access to electricity and primary cooking fuel with other survey variables, such as housing characteristics and sociodemographic variables. Descriptive analysis and the use of a logit model are recommended. 3. Develop an analytical proposal to relate variables from the ad hoc databases with economic and energy sector variables. This project is funded through the 17th tranche of the United Nations Development Account and is being implemented in four pilot countries: Colombia, Cuba, Chile, and Haiti. Component 3 of the project, led by ECLAC's Subregional Office in Mexico, aims to promote economic and social improvements in selected rural value chains through a participatory and territorial approach. Key activities include the development of technical diagnostics, dialogue roundtables, action plans, training workshops, and online learning materials. These actions focus on identifying productive, technological, economic, and institutional bottlenecks, as well as proposing strategies for strengthening value chains, with emphasis on climate change adaptation and the inclusion of women and youth. In the case of Colombia, the project’s counterpart entity is the District Secretariat of Economic Development of Bogotá, which has identified and selected the honey value chain as a priority intervention area. As part of the first phase of work with this chain, a technical diagnosis is planned to understand its current functioning, map its key actors, and analyze its main productive, technological, and economic characteristics. The analysis must also examine the main challenges limiting the performance and development of the chain, both overall and at specific stages. This work will be carried out using ECLAC’s methodology for strengthening value chains (ECLAC, 2016\\), and will integrate gender, youth, and environmental sustainability perspectives throughout. 2025\\-SP11\\-PRO\\-1 Activities or functions to be performed: The consultant, under the supervision of the ECLAC team, shall carry out the following activities: 1\\. Collect and analyze information through a literature review. 2\\. Identify key actors in the honey value chain in Bogotá and others relevant in Colombia. 3\\. The indicators used to measure progress are the "percentage of population with access to electricity" and the "percentage of population primarily relying on clean fuels and technologies." While progress in access to modern energy is notable in Central American countries, populations still remain in energy poverty, with limited or no access to electricity and clean fuels and technologies, or simply unable to afford the costs associated with modern energy services. Few studies have been conducted on energy poverty in Central American countries, and those that exist analyze the issue based on data from only one or two years. The Energy and Natural Resources Unit at ECLAC's subregional headquarters in Mexico is conducting a study on energy poverty that considers aspects of energy demand and analyzes variables from household surveys (types of fuels used, housing characteristics, and sociodemographic characteristics). Therefore, ECLAC considers it appropriate to carry out a consultancy to process multi-year household and household income and expenditure surveys from several Central American countries, which are part of the ECLAC Household Survey Database (BADEHOG), in order to create ad hoc databases for analyzing energy poverty and to conduct quantitative analysis using the processed data. Key activities include the development of technical diagnostics, dialogue roundtables, action plans, training workshops, and online learning materials. These actions focus on identifying productive, technological, economic, and institutional bottlenecks, as well as proposing strategies for strengthening value chains, with emphasis on climate change adaptation and the inclusion of women and youth. In the case of Colombia, the project’s counterpart entity is the District Secretariat of Economic Development of Bogotá, which has identified and selected the honey value chain as a priority intervention area. As part of the first phase of work with this chain, a technical diagnosis is planned to understand its current functioning, map its key actors, and analyze its main productive, technological, and economic characteristics. The analysis must also examine the main challenges limiting the performance and development of the chain, both overall and at specific stages. This work will be carried out using ECLAC’s methodology for strengthening value chains (ECLAC, 2016\), and will integrate gender, youth, and environmental sustainability perspectives throughout. 2025\-SP11\-PRO\-1 Activities or functions to be performed: The consultant, under the supervision of the ECLAC team, shall carry out the following activities: 1\. Collect and analyze information through a literature review. 2\. Identify key actors in the honey value chain in Bogotá and others relevant in Colombia. 3\. Coordinate with authorities of the Bogotá district government, as well as other relevant stakeholders, the necessary interviews (fieldwork) to gather information for the diagnosis. 4\.
