In effect since 2013, the history of the AMEXCID-UNDP Cooperation Program (PROCAP) is linked to the establishment of the Mexican System for International Cooperation for Development, contributing to the implementation of Sustainable Development Goal 17 “Revitalize the global partnership for sustainable development,” aiming to support AMEXCID's efforts to transition toward an effective model that reflects the particularities of a Dual Cooperating country, both provider and recipient of cooperation in its various modalities, and an Upper Middle-Income Country, according to its own priorities and vision, within the framework of the 2030 Agenda for Sustainable Development.
In its Third Phase (2019-2025), the Cooperation Program promotes International Cooperation for Development (ICD) as an instrument to achieve the development priorities included in the National Development Plan 2019-2024, particularly aligned with the commitment to “Conduct foreign policy in accordance with constitutional principles and integrated with domestic policy priorities,” with ICD being one of the seven principles of Mexico's foreign policy.
Specifically, support will be provided to AMEXCID’s institutional consolidation efforts aimed at developing its national capacities, strengthening its ICD policy in both receiving and providing modalities, and establishing strategic alliances with other relevant actors (such as the private sector, academia, civil society organizations, and other multilateral and bilateral cooperation agencies present in Mexico carrying out complementary initiatives), through innovative development cooperation schemes. Additionally, support will be given to the Agency’s contribution to the implementation of the Comprehensive Development Plan.
The above aims to enhance the six action areas of AMEXCID (sports diplomacy; citizenship diplomacy; scientific and technological diplomacy; business economic diplomacy; educational diplomacy; and humanitarian diplomacy), its new structure (coordination of international cooperation policy; project analysis and evaluation; project implementation), as well as Mexico’s priorities as both a recipient and provider of ICD.
The overall objective of the AMEXCID-UNDP Cooperation Program (PROCAP) is the institutional consolidation of AMEXCID to strengthen South-South Cooperation in Mexico, through four outcomes:
1. Development of institutional capacities for ICD management;
