The project portfolio manager collects all data related to projects (resources, planning, risks, benefits, finance, asset management, etc.). Their objective is to determine the optimal combination of resources that can help the business achieve its goals through projects, taking into account external and internal conditions, regulatory requirements, competitive dynamics, and other factors. In addition, they evaluate, communicate, align, and resolve the portfolio’s vision, scope, boundaries, and constraints with stakeholders. Additionally, they are responsible for designing, coordinating, and implementing projects arising from the needs of various departments within the plant, ensuring compliance with local and corporate standards and regulations, as well as executing qualification and commissioning activities. Key Responsibilities * Manage and implement various types of projects across all plant departments, tracking progress with relevant departments (Procurement, Safety, Quality, Plant Engineering, etc.) to meet exact customer requirements and deliver projects fully aligned with customer expectations and needs—and within the allocated budget. * Effectively understand and evaluate technical solution proposals, as well as the scope of supplier quotations, to ensure suppliers fully comprehend the scope of stated requirements and consistently deliver the same requirements to each of our customers. * Collaborate with Staff Engineers and suppliers to review designs, diagrams, drawings, manuals, etc., and approve manufacturing or installation of machinery, tools, templates, processes, etc., considering customer requirements and feedback from involved departments to guarantee proper functionality within production processes. * Manage contracted suppliers responsible for project execution, installations, services, and operational testing to ensure fulfillment of specified requirements for each activity. * Understand and apply design, quality, safety, and hygiene standards using information received from suppliers, training courses, manuals, etc., to ensure compliance at every stage of project execution. * Coordinate with project staff, production personnel, or the customer to ensure supplier-provided operator training and onboarding, requesting department heads to allocate operators’ time to guarantee equipment or process operation with qualified personnel at startup. * Maintain control and administration of documentation generated by projects (purchase requisitions, quotations, drawings, diagrams, meeting minutes, project transfers, etc.) to meet SOX and BPM requirements. * Ensure all activities comply with applicable local and international, governmental, and corporate standards related to safety, environment, hygiene, and health. * Apply relevant Work Instructions (WIs) to their processes and satisfy regulatory compliance requirements. * Understand and apply occupational safety and health standards, as well as environmental policies, promote adherence, and report any violations or deviations to the Safety and Environment department. * Generate and monitor financial performance indicators for projects (e.g., adherence to scheduled expenditures, payments, on-time project progress, etc.). * Understand the principles of business ethics and those outlined in the Credo, applying them to work-related activities both inside and outside the company. * Perform Commissioning and Qualification (C&Q) for new, upgraded, or existing assets, including all required documentation, within defined timelines and budgets. * Demonstrate strong competencies in drafting technical documents such as plans, user requirements specifications (URS), protocols, risk analyses, and reports required for commissioning and qualification activities. * Provide support and execute creation of Change Controls, URS, FMEAC, as well as commissioning and qualification documents. * Participate in inspections and audits, and are responsible for follow-up on investigations, deviations, corrective and preventive actions applicable to their processes toward successful and compliant closure. * Execute qualification of critical Production Systems / Facilities and Utilities, and maintain their qualified status aligned with current regulatory requirements.
