




Bachelor’s degree in Human Resources or related field Degree certificate and ID card **Reports to: General Management / Administrative Management Purpose of the Position** Lead the human resources strategy and operations for the psychiatric hospital, ensuring the attraction, development, motivation, and retention of clinical, operational, and administrative staff. Safeguard healthy labor relations, regulatory compliance, and an organizational culture focused on patient safety, humane treatment, and holistic staff well-being. **Key Responsibilities:** A. Recruitment and Selection Design and implement specialized selection processes for healthcare and psychiatry professionals. Coordinate competency-based assessments, clinical interviews, and verification of professional certifications. Ensure timely staffing coverage aligned with clinical service needs. Design and supervise onboarding programs to ensure integration and understanding of clinical protocols. B. Labor Relations Management and Union Handling Coordinate administration of the collective bargaining agreement (if applicable) and maintain functional relationships with union representatives. Prevent and manage labor conflicts through dialogue, mediation, and legal compliance strategies. Oversee compliance with the Federal Labor Law, NOM-035, and internal hospital policies. Administer disciplinary measures with a respectful approach aligned with dignified treatment. C. Staff Development and Training Design the annual technical and human skills training plan, prioritizing clinical competencies, patient safety, and crisis management. Coordinate continuing education programs for psychiatrists, psychologists, nurses, therapists, and operational staff. Implement mechanisms for evaluating learning outcomes and performance. D. Motivation and Recognition Strategies Develop recognition programs grounded in institutional values, patient safety, humane treatment, and productivity. Design occupational wellness strategies tailored to high-emotional-load and high-stress environments (e.g., burnout, turnover, compassion fatigue). Coordinate workplace climate programs and staff satisfaction surveys. E. Organizational Development (Desirable) Participate in organizational improvement projects, structural redesign, and workload analysis. Contribute to strengthening an organizational culture oriented toward respect, inclusion, interdisciplinary collaboration, and clinical ethics. F. Regulatory Compliance and Administrative Management Ensure compliance during quality audits, hospital certifications, and health authority requirements. Supervise payroll, attendance records, contracts, personnel files, and institutional policies.
