




Position Summary: Plan and execute foreign trade and logistics strategies for Watkins Mexico plants, ensuring customs compliance and optimizing material flow. Key Highlights: 1. Optimize transportation fleets and IMMEX processes **POSITION OBJECTIVE:** Plan and develop strategies and procedures for the import-export, customs compliance, and logistics areas across all Watkins Mexico plants, ensuring compliance with applicable foreign trade obligations for Mexican and U.S. Customs authorities. Direct and optimize material flow to and from plants in Mexico, guaranteeing supply according to production needs in Mexico and the U.S., as well as coordinating distribution of finished products to Watkins distribution centers and customers in the United States. **PRIMARY RESPONSIBILITIES:** * Lead and coordinate import-export, customs compliance, and logistics departments to achieve organizational goals, foster teamwork, promote assertive communication, and balance workloads. * Ensure service and communication with internal and external customers remain at levels that contribute to interdepartmental harmony and operational efficiency. Define and implement departmental performance indicators (KPIs). * Responsible for administration of VAT and IEPS certifications, ensuring submission of Annex 30 reports and safeguarding the integrity of the Inventory Control System (Annex 24). * Develop and implement cost-saving projects (TCP) and promote a culture of continuous improvement and safety within the team. * Implement strategies to maintain tax payments at an optimal level through application of benefits available to IMMEX companies. * Develop and implement strategies to optimize use of the truck fleet and ensure compliance with transportation regulations in both Mexico and the U.S. * Collaborate with the logistics team in selecting, negotiating with, communicating with, and measuring performance of customs brokers in Mexico and the U.S., cross-dock facilities, carriers, third-party warehouses (3PL), and freight forwarders through quarterly business reviews (QBR). * Responsible for preparing and managing department budgets, assigning objectives to team members, evaluating performance, and providing feedback. * Serve as subject matter expert and provide leadership to ensure operations comply with current legal frameworks applicable to IMMEX companies. * Responsible for maintaining OEA and CTPAT certifications, as well as applying for new incentive programs established by the governments of the U.S. and Mexico. * Responsible for cost reconciliation with CBP (Customs and Border Protection). ***This is not an exhaustive list of all position responsibilities. Additional duties may be assigned as required by business needs.*** **POSITION REQUIREMENTS:** **EDUCATION** * Bachelor’s degree in International Trade, International Business, Customs and Logistics, or related field. * Master’s degree preferred. * Additional training in customs legislation, international treaties, or foreign trade certification programs is desirable. **EXPERIENCE** * Minimum 10 years of verifiable experience in companies operating under the IMMEX program, performing functions in the Foreign Trade area. * At least 3 years of experience managing transportation fleets. * Managerial experience is desirable. * Advanced proficiency in Annex 24 and Annex 30 systems, with verifiable experience in inventory downloads (I-Xport preferred). * Experience managing government procedures via platforms such as Ventanilla Única, SAT, and other authorities. * Experience administering VAT credit for temporary importers (Annex 30). **KNOWLEDGE** * Knowledge of international logistics, customs legislation, and foreign trade regulations applicable to IMMEX companies. * Commodity classification; knowledge of IMMEX, international treaties (CA, PROSEC), Rule 8th. * Proficiency in Microsoft Office suite. * Advanced experience in Annex 24 systems (I-Xport preferred). * Experience in government procedures and drafting official correspondence for authorities. * Knowledge of regulations governing transportation fleet operations in Mexico and the U.S. * Advanced knowledge of CTPAT and OEA. * Knowledge of application and execution of continuous improvement techniques. **COMPETENCIES** Leadership, adaptability, sense of urgency, professionalism, customer focus, sound decision-making, initiative, excellent vision and purpose of work. Ability to deliver training, lead meetings, and present reports in both Spanish and English. **PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT** The position is performed in enclosed office spaces equipped for administrative work, with appropriate artificial lighting. Mobility between different plants is required.
