Description

Job Summary: Responsible for reviewing technical specifications of the electrical section in CFE tender documents, identifying technical risks, developing electrical wiring schemes, and completing related calculations, documentation, and technical coordination tasks. Key Responsibilities: 1. Review technical specifications for the main electrical section in CFE tender documents. 2. Identify potential primary electrical technical risks in bids (e.g., insufficient insulation margin, short-circuit overcurrent) and submit technical risk alert reports to the bid manager. 3. Based on project capacity and grid connection scheme, develop main electrical wiring schemes for substations/booster stations (e.g., single-bus, double-bus, bridge-type configurations), complete overall electrical layout schemes, and select construction support schemes. 4. Calculate and determine short-circuit current levels and rated parameters of main equipment (e.g., transformer capacity/variable ratio/impedance, circuit breaker breaking capacity, rated insulating switch current). 5. Draft technical specification manuals (in English/Spanish) for transformers, GIS/AIS switches, reactive power compensation devices (capacitors/reactive power), lightning rods, busbars, and insulators. 6. Collaborate with procurement specialists to review technical deviation forms submitted by potential suppliers (e.g., Siemens, ABB, Hitachi Energy, local brands such as Prolec GE), confirming compliance with CFE LAPEM certification requirements. 7. Accurately calculate bill-of-quantities (BOQ) for major electrical equipment, cables, grounding systems, lighting, and lightning protection grounding systems. 8. Assist cost engineers in measuring and analyzing quotations for major electrical components. 9. Coordinate internal reviews of preliminary design drawings during the bidding phase, collaborating with Mexican registered design firms (e.g., CFE-certified design firms) or relevant Chinese design institutions. 10. Prepare professional and regulatory written responses to technical clarification queries raised by CFE (clarifications). 11. Provide civil construction specialists with load requirements for construction supports and equipment foundation dimensions. 12. Supply CT/PT configuration parameters and switch control voltage requirements to dedicated secondary electrical systems. 13. Clearly arrange professional input/output bay and conductor voltage data onto transmission lines. 14. Establish and maintain a database of Mexican transmission and conversion engineering technical standards (including CFE L0000 series, NMX-J standards, and applicable IEEE standards). 15. Regularly review recent shifts in CFE’s technical preferences (e.g., preference for eco-friendly GIS, acceptance of prefabricated small-substation cabins). 16. Participate in site exploration during the bidding phase, assessing how terrain constraints affect overall electrical layout and proposing optimization recommendations. 17. Collaborate with logistics teams to assess feasibility of transporting heavy components and GIS equipment along remote mountain roads and under height restrictions in Mexico City.
