Promote collaboration, inclusion, and employee engagement **Company:** ------------ QUALCOMM SEMICONDUCTORES Y SISTEMAS AVANZADOS DE BAJA CALIFORNIA**Job Area:** ------------- Operations Group, Operations Group \> Business Operations**General Summary:** **Role Overview** As Qualcomm launches its new Engineering and Design site in Mexico, we are seeking a proactive and strategic **Business Operations Manager** to support the growth and integration of the local team. This role will be key in shaping the site’s culture, facilitating internal communication, supporting onboarding, and ensuring alignment with global standards while adapting to local needs. You will act as a bridge between site leadership and global teams, helping to create a cohesive, high\-performing, and inclusive environment. **Key Responsibilities** **Workforce Planning** * Work with Qualcomm Business Operations/ Engineering Operations teams to anticipate HC needs for Tijuana site and maintain accurate headcount reports. * Collaborate with Payroll and Finance to calculate NAPS fees to Qualcomm based on payroll amounts. * Collaborate with HR business partners, HR People Solutions and Talent Acquisition teams to support Talent Planning, Attraction, Hiring and Onboarding efforts. * Support the local onboarding experience for new hires, ensuring smooth integration into the site and company culture, collaborating with global onboarding teams to tailor programs to the local context. **Organizational Effectiveness \& Culture Building** * Support the development of a strong, innovative\-driven site culture aligned with Qualcomm’s global values. * Facilitate team\-building activities, leadership development sessions, and feedback mechanisms to strengthen organizational health. * Develop and manage internal communication strategies to ensure transparency and alignment across teams. * Coordinate site\-wide meetings, newsletters, and updates to keep employees informed and connected. * Act as a communication liaison between local teams and global functions to ensure consistent messaging and expectations. * Design and implement initiatives that promote collaboration, inclusion, and employee engagement. **Liaison with Qualcomm Facilities and HR teams to support Compliance** * Support site leadership in understanding and applying local regulations and workplace standards. * Coordinate with legal and compliance teams to ensure site practices meet local requirements. * Assist in managing documentation and processes related to workplace safety, employee conduct, and operational protocols. * Monitor employee experience and provide feedback to improve retention and engagement. **External Relationships \& Community Engagement** * Build and maintain relationships with local universities, government agencies, and community organizations. * Represent the site in local forums and events to promote Qualcomm’s presence and reputation. * Support initiatives related to corporate social responsibility and local talent development. **Liaison with NAPS to support Tijuana site related activities** * Point of contact for local vendors for benefits, medical and other HR\-compliance related vendors. * Meal Voucher Distribution: Receive and distribute meal voucher cards to employees. **Qualifications** * Bachelor’s degree in Business Administration, Finance, Organizational Development, Communications, Psychology, or related field. * 5\+ years of experience in organizational development, internal communications, HR or site operations in a multinational or tech environment. * Excellent communication, facilitation, and interpersonal skills. * Bilingual: Fluent in Spanish and English. * Experience supporting engineering or technical teams is a plus. **Minimum Qualifications:** * Bachelor's degree in Business Administration, Engineering, Finance, Marketing, or related field and 7\+ years of business operations or related experience.
