




Position Summary: We are seeking a Cost/Procurement Engineer to integrate competitive and profitable technical-economic proposals for public and private construction projects. Key Highlights: 1. Integration of competitive technical-economic proposals. 2. Analysis of inputs and structuring of unit prices. 3. Expert proficiency in Neodata or Opus and advanced Excel. 1\. Position Identification * **Department:** Cost Engineering / Procurement. * **Reports To:** Project Manager or Construction Director. * **Primary Objective:** To integrate competitive and profitable technical-economic proposals for public and private construction tenders, ensuring accurate determination of direct costs, indirect costs, and profit margin. 2\. Key Responsibilities * **Input Analysis:** Quotation and analysis of materials, labor, and equipment, ensuring that productivity rates are realistic and current. * **Unit Price (U.P.) Structuring:** Development of unit price matrices from scratch (U.P. Card), including basic, auxiliary, and extraordinary items. * **Indirect Costs Integration:** Calculation of the overhead factor, including financing, profit, and additional charges (in accordance with the Federal Labor Law and applicable taxes). * **Tender Management:** Preparation of complete tender packages (Technical File and Economic File), ensuring compliance with tender requirements. * **Site Visits:** Attendance at clarification meetings and site visits to identify variables affecting cost (logistics, soil conditions, climate). * **Budget Control:** Development of the itemized cost catalog and the project schedule (Gantt chart) linked to investment amounts. 3\. Candidate Profile Requirements * **Academic Qualification:** Bachelor’s degree in Civil Engineering, Architecture, or Construction Engineering (degree completed). * **Experience:** Minimum 3–5 years of experience in cost estimation and budgeting, specifically participating in construction tenders. Essential Technical Knowledge: * **Specialized Software:** Expert proficiency in **Neodata** or **Opus**. * **Advanced Excel:** Use of pivot tables, logical functions, and data linking for profitability reporting. * **Regulatory Knowledge:** In-depth understanding of the **Public Works and Related Services Law** (and its Regulations). * **Drawing Interpretation:** Ability to read architectural, structural, and MEP drawings for quantity takeoff (generators). 4\. Competencies and Skills * **Attention to Detail:** Ability to detect minor errors in catalogs that could lead to disqualification or loss of profit. * **Sense of Urgency:** Effective time management to meet critical deadlines under pressure. * **Negotiation Skills:** Ability to engage with suppliers and subcontractors to secure optimal market pricing. * **Logical Analysis:** Capacity to forecast financial scenarios and assess cost-related risks for construction projects.
