Within this context, ECLAC has proposed a structural change strategy where the fundamental ingredient is for countries to expand their productive development policies and promote a strong sustainability push to strengthen the “how” and implement the desired changes. Marked by the resurgence of explicit adoption of industrial policy instruments, these strategies and measures — or productive development policies — differ from past industrial policies regarding their objectives, instruments, and governance. In a context of global challenges and transformations, Mexico needs a productive development policy that is environmentally sustainable, inclusive, innovative, and territorially grounded. Moreover, productive development policies in Mexico face the persistent challenge of mobilizing sufficient and strategically oriented financial resources to energize productive transformation, foster innovation, and narrow technological gaps. The emergence of artificial intelligence (AI) accelerates this urgency, positioning itself as a key technology for global competitiveness, value creation, and productive sophistication. AI represents not only a technological innovation but also a paradigm shift in economic organization that redefines production processes, labor markets, business models, and sources of competitive advantage. In this context, financing assumes a strategic function as a vehicle for effective technological adoption. It is not merely about channeling resources toward strategic sectors or innovation projects, but rather about designing financial instruments and public policies explicitly aligned with the technological transformation of productive sectors, thereby accelerating the effective adoption of AI in productive activities. While advanced economies have implemented dedicated funds, guarantee schemes, targeted subsidies for digitalization, innovative public procurement, and co-investment mechanisms focused on productive sectors, such efforts in Mexico remain nascent, limited in scope, and poorly aligned between financial design and technological adoption objectives. This increases the risk of deepening a new technological gap that constrains Mexico’s sustainable and inclusive transformation. In 2022, the United Nations Statistical Commission approved the Global Set of Climate Change Statistics and Indicators, urged the international statistical community to expand capacity development efforts on climate change statistics, and encouraged national statistical systems to invest in the development of climate change statistics. In this context, the project \"Better Climate Change Statistics and Indicators in Latin America and the Caribbean\" seeks to strengthen environmental statistics and accounts, assisting selected countries in Latin America and the Caribbean to identify relevant climate change indicators and providing support to strengthen national capacities for their production, disaggregation, georeferencing, dissemination, and use in policy design. Beyond the descriptive capacity of environmental indicators, they can be used to develop analytical models that enhance information used in decision-making, public policy design and monitoring, and economic and social research. In this regard, this project also proposes the construction of environmentally extended input-output tables (EEIOT, in English). These tables are integrated datasets combining information from standard economic input-output tables in monetary units and data on environmental flows measured in physical units, enabling the study of the impact of changes in carbon emissions on economic activity, the links between water use and industrial performance, and the connections between economic activity and environmental pressures. This consultancy aims to support substantive activities under OP1.3 related to the construction of environmentally extended input-output tables for Panama and the Dominican Republic, countries participating in the project. Activities or functions to be performed: The contractor, under the supervision of the ECLAC team, must carry out the following activities: 1. Support the construction of databases requiring the search, compilation, processing, and analysis of relevant information and data from primary and secondary sources at the national level on production accounts and environmental accounts for Panama and the Dominican Republic. 2. Support the identification of similarities, scopes, constraints, and opportunities in the development of environmental accounts for the construction of databases for Panama and the Dominican Republic. 3. Support the search for information for databases and the analysis of international best practices in the development of environmental accounts. 4. Prepare descriptive notes from databases containing summaries, drafting of sections, text revisions, tables, diagrams, graphs, presentations, or other documents as required. 5. Maintain continuous feedback and incorporate observations or adjustments requested by the ECLAC team in the preparation of inputs and documents required for fulfilling OP1.3 outlined in the project. Furthermore, it will contribute to generating useful knowledge within the framework of the project “Regional Integration and Green Productive Development: Towards a More Productive, Inclusive and Sustainable Future in Latin America”. Work Location Working remotely Expected duration 01/19/26 \- 04/20/26 Duties and Responsibilities Duties and Responsibilities: Background ECLAC has stated, in the context of its 75th anniversary, that countries of Latin America and the Caribbean (LAC) face a development crisis constituted by three mutually reinforcing traps leading to a new lost decade: a low-growth trap; a high-inequality and low-social-mobility trap; and a low-institutional-capacity and weak-governance trap. Overcoming this triple development trap requires a mapping exercise of “what” to do and “how” to do it to generate a more productive, inclusive, and sustainable future for the region. Within this context, ECLAC has proposed a structural change strategy where the fundamental ingredient is for countries to expand their productive development policies and promote a strong sustainability push to strengthen the “how” and implement the desired changes. Marked by the resurgence of explicit adoption of industrial policy instruments, these strategies and measures — or productive development policies — differ from past industrial policies regarding their objectives, instruments, and governance. In a context of global challenges and transformations, Mexico needs a productive development policy that is environmentally sustainable, inclusive, innovative, and territorially grounded. Moreover, productive development policies in Mexico face the persistent challenge of mobilizing sufficient and strategically oriented financial resources to energize productive transformation, foster innovation, and narrow technological gaps. The emergence of artificial intelligence (AI) accelerates this urgency, positioning itself as a key technology for global competitiveness, value creation, and productive sophistication. AI represents not only a technological innovation but also a paradigm shift in economic organization that redefines production processes, labor markets, business models, and sources of competitive advantage. In this context, financing assumes a strategic function as a vehicle for effective technological adoption. It is not merely about channeling resources toward strategic sectors or innovation projects, but rather about designing financial instruments and public policies explicitly aligned with the technological transformation of productive sectors, thereby accelerating the effective adoption of AI in productive activities. While advanced economies have implemented dedicated funds, guarantee schemes, targeted subsidies for digitalization, innovative public procurement, and co-investment mechanisms focused on productive sectors, such efforts in Mexico remain nascent, limited in scope, and poorly aligned between financial design and technological adoption objectives. This increases the risk of deepening a new technological gap that constrains Mexico’s sustainable and inclusive transformation. In this context, it is deemed appropriate to contract a consultancy under Activity 2.1 “Promoting a Green Productive Development Policy with Territorial Focus” of the project “Regional Integration and Green Productive Development: Towards a More Productive, Inclusive and Sustainable Future in Latin America”, to analyze existing financing instruments and schemes in Mexico, as well as their gaps and opportunities, to promote the development and adoption of AI in strategic productive sectors, and to formulate policy recommendations to accelerate AI-driven productive transformation and foster inclusive and sustainable growth. S1\-32BTS\-000236 SB\-026925\.02 OUTPUT 2 MEXICO Activities or Functions to be Performed: The consultant, under the supervision of the ECLAC team, shall carry out the following activities: a. Develop and present a research protocol responsive to the objective of this consultancy. b. Design an analytical framework to address the role of AI in Mexico’s productive transformation. c. Identify financing gaps in Mexico. The analysis must consider technological absorption barriers limiting AI adoption in key sectors and the role of access to financing in overcoming them. d. Map and evaluate current public, private, and mixed financing instruments in Mexico oriented toward digitalization and AI-driven productive innovation. e. Analyze relevant international experiences and assess their feasibility for Mexico. f. Formulate policy proposals and tailored financial instruments adapted to Mexico’s sectoral and institutional context. g. Participate in the presentation meeting(s) for the study. h. Incorporate revisions and suggestions from the supervisor following review of deliverables. Consultant’s Obligations: a) Provide clarifications, expansions, and additional information as requested by the supervisor to fulfill agreed deliverables. b) Certify being the original author of the work and documents produced under this ECLAC contract. Also, attest that the content of the submitted works and documents reflects their intellectual contribution and that the form and content are not simultaneously submitted to any other publishing venue. c) Grant ECLAC copyright, patent, and any other intellectual/industrial property rights, where applicable, over works and documents produced by the consultant under contracts funded by ECLAC resources. d) If traveling on mission, complete all security courses required by the Organization and submit the mission report to the MRS (or provide necessary information to the Unit for submission to the MRS), and submit the travel claim within two weeks after completion of the mission. e) Ensure all data and references to published materials are properly credited and included in bibliographic notes and citations. f) Declare having obtained proper authorization from intellectual property rights holders, as applicable. g) The report must be written in Spanish using Microsoft Office 2013 or compatible Word or Excel (font: Times New Roman, 12 pt, 1.5 line spacing), with minimal instructions, specifications, codes, or special formatting (e.g., use only one font type). Work Location MEXICO Expected duration 4/DEC25-3/MAR26 Duties and Responsibilities Background There is a significant need for statistical information that is useful for monitoring climate change and its effects, and that provides solid evidence for governments to act accordingly. In 2022, the United Nations Statistical Commission approved the Global Set of Climate Change Statistics and Indicators, urged the international statistical community to expand capacity development efforts on climate change statistics, and encouraged national statistical systems to invest in the development of climate change statistics. In this context, the project "Better Climate Change Statistics and Indicators in Latin America and the Caribbean" seeks to strengthen environmental statistics and accounts, assisting selected countries in Latin America and the Caribbean to identify relevant climate change indicators and providing support to strengthen national capacities for their production, disaggregation, georeferencing, dissemination, and use in policy design. Beyond the descriptive capacity of environmental indicators, they can be used to develop analytical models that enhance information used in decision-making, public policy design and monitoring, and economic and social research. In this regard, this project also proposes the construction of environmentally extended input-output tables (EEIOT, in English). These tables are integrated datasets combining information from standard economic input-output tables in monetary units and data on environmental flows measured in physical units, enabling the study of the impact of changes in carbon emissions on economic activity, the links between water use and industrial performance, and the connections between economic activity and environmental pressures. This consultancy aims to support substantive activities under OP1.3 related to the construction of environmentally extended input-output tables for Panama and the Dominican Republic, countries participating in the project. Activities or functions to be performed: The contractor, under the supervision of the ECLAC team, must carry out the following activities: 1. Support the construction of databases requiring the search, compilation, processing, and analysis of relevant information and data from primary and secondary sources at the national level on production accounts and environmental accounts for Panama and the Dominican Republic. 2. Support the identification of similarities, scopes, constraints, and opportunities in the development of environmental accounts for the construction of databases for Panama and the Dominican Republic. 3. Support the search for information for databases and the analysis of international best practices in the development of environmental accounts. 4. Prepare descriptive notes from databases containing summaries, drafting of sections, text revisions, tables, diagrams, graphs, presentations, or other documents as required. 5. Maintain continuous feedback and incorporate observations or adjustments requested by the ECLAC team in the preparation of inputs and documents required for fulfilling OP1.3 outlined in the project. Obligations of the Contractor: a) Provide clarifications and expansions required and supply additional information deemed necessary by the supervisor to achieve the agreed deliverables. b) Certify that he/she is the original author of the work and documents produced under this contract with ECLAC. Also, state that the content of the works and documents submitted represents his/her intellectual contribution and that the form and content are not simultaneously submitted elsewhere. c) Grant ECLAC copyright, patents, and any other intellectual/industrial property rights, where applicable, over works and documents produced by the contractor under contracts funded by ECLAC resources. d) If traveling on mission, complete the required safety courses by the Organization and enter his/her mission report into MRS (or provide necessary information to the Unit for entry into MRS) and submit travel claims within two weeks after completing the mission. e) Ensure all data and references to materials and publications are properly credited and included in bibliographic notes and citations. f) Declare having obtained proper authorization from holders of intellectual property rights, as applicable. g) Reports must be written in Spanish using Microsoft Office 2013 Word or Excel or compatible software (font: Times New Roman 12 pt, 1.5 spacing), with minimal use of instructions, specifications, codes, or special formats (e.g., only one font type should be used). Use the ECLAC editorial manual and guidelines for structuring bibliographies. Send tables, graphs, diagrams, etc. (in editable format) via Excel, PowerPoint, or other software used. A bachelor’s degree in economics or related fields is desirable. The contractor must have at least 5 years of experience in research on economic development topics. Experience in data analysis, value chains, collaboration networks, gender, entrepreneurship, or MSMEs is desirable.
