Avoids duplication in formats and fieldwork strategies. * Provides timely and relevant feedback to the Senior MERA Humanitarian Leader when adjustments are recommended through monitoring and evaluation. * Provides instruments and builds necessary capacities for monitoring and compiling evidence of responses, ensuring they are understood and used by regional staff. * Ensures MERA processes in projects and institutional actions are integrated according to protocols, manuals, recommendations, and trainings provided. * Conducts project and institutional accountability processes based on protocols designed by the Subdirectorate of Humanitarian Operations. * Captures learnings based on lessons learned sessions and best practices from institutional actions and humanitarian interventions. * Develops or commissions consultancy for new evaluation designs and proposals based on new research and learnings from implemented programs and interventions. * Ensures program designs always consider safeguarding of staff, girls, and boys. * Promotes creation of accountability spaces for participants, focusing on strengthening accountability mechanisms adapted to children, adolescents, and youth. * Guarantees periodic field visits to provide training and support to state teams, ensuring visit learnings and recommendations are shared and supervision of corresponding improvement plans is carried out. * Delivers all technical reports on time and ensures they are high quality. * Develops the fraud and transparency strategy for humanitarian responses, ensuring it is inclusive and accessible to all beneficiaries. * Drives training and supervision of operational partners for proper monitoring of initiatives implemented in the field (responding to the Localization strategy). **Reporting and Monitoring:** * Ensures programs demonstrate impact, technically sound approaches, accountability to girls and boys, and compliance with national and international standards. * Supports thematic coordinations in developing research to support baseline studies and measure program impact. * Ensures data flow is functional and all information elements needed to measure program quality are generated and applied. * Develops training and provides support to staff in monitoring and evaluation, design, and reporting skills. * Develops accountability procedures and ensures they are understood and embedded in programs. * Ensures learning from relevant best practices both internally and externally.
