




Daily support to ensure contractual, technical, and documentary compliance of the project in order to safeguard the contractor's rights, prevent deductions/withholdings and penalties, and maintain required service levels, focusing on logbooks, progress certificates/estimates, administrative actions, incidents, compliance indicators, and social and institutional relations with SIOP/supervision. \*Location and work front:\* Coverage of the road segments within the package (Joco–Las Trojes–El Aguacate–Los Cedros–Buena Vista). \*Main responsibilities:\* * Review the integration of the base file and document control plan (logbook, official letters, prior notices). * Align the contractual schedule with the construction program and formats for Progress Certificates/Estimates. * Identify risks and incidents (right-of-way, permits, access, camps) and record them in logbooks/official letters for timely clarification of responsibilities. * Support in compiling the logbook (timeliness, language, evidence) as evidentiary protection and support for estimates; manage notices and requests to authorities. * Assist in gathering/submission of information for Progress Certificates and its validation with supervision/SIOP. * Monitor indicators and maximum response times to avoid 2%, 3.5% deductions and 5% withholdings. * Assist in reviewing compliance with specifications (materials, signage, drainage, structures). * Support in drafting documents and administrative actions for improved outcomes and achievement of Contractor objectives. * Daily technical coordination with supervision/SIOP; lead conciliations and executive presentations when needed to escalate issues to higher levels. * Support community outreach, social negotiation, and local stakeholder management to maintain access/operations (as included in our scope). * Critical path management and support in compiling extraordinary and/or additional pricing (technical and regulatory justification). * Strategic planning and support for potential cost and indirect adjustments (technical and regulatory justification). \*Job deliverables:\* * Document Control Plan (logbook/notices/letters/forms). * Weekly agenda of fronts and activities, including risks and corrective actions. * Dashboard of indicators with response times and risks. \*Profile and requirements:\* * Education: Civil Engineering/Architecture (postgraduate studies or diploma in construction/contract management preferred). * Experience: ≥ 5 years in public road construction, ≥ 3 years in contract management/logbook/estimates with government agencies. * Regulatory knowledge: Jalisco State and Municipalities Public Works Law and its Regulation. Signage Manual 2014, Geometric Design Manual, IMT/NCTR Standards, quality control of materials and drainage/structure works. * Document proficiency: logbooks, official letters, notices, Progress Certificates/Estimates. * Skills: social/institutional negotiation, writing, risk and compliance management, field leadership.
