




DESCRIPTION **HSE Supervisor – Major Shutdown (Abent 3T Cogeneration Plant)** ------------------------------------------------------------------ **Project Location:** Ría. Estancia Vieja 2da. Sección S/N, Carretera Luis Gil Pérez a Reforma, Municipio Centro, Tabasco, C.P. 86283. **Service Duration:** 30 days (extendable) **Working Hours:** 12-hour shifts per day **Estimated Start Date:** Late January – Early February **Position Objective** ----------------------- Ensure compliance with Health, Safety, and Environment (HSE) standards during the major shutdown of the Abent 3T cogeneration plant, guaranteeing safe working conditions, critical risk control, and strict adherence to LOTO procedures and electrical area activities. **Key Responsibilities** --------------------------------- ### **Major Shutdown Safety Management** * Supervise implementation of HSE plans for all shutdown-related activities. * Verify that contractors and internal personnel comply with work permits, risk assessments (AST, PETAR, JSA), and safe work procedures. * Ensure proper demarcation, signage, and control of critical areas. ### **Energy Control / LOTO Systems** * Implement, verify, and audit Lockout-Tagout (LOTO) procedures for electrical, mechanical, and process equipment. * Validate correct application of energy isolation prior to authorizing work. * Coordinate with electrical and operations teams for the safe management of hazardous energies. ### **Electrical Systems Supervision** * Monitor activities in medium- and low-voltage zones, ensuring compliance with applicable standards. * Confirm proper use of electrical PPE, certified tools, and de-energization procedures. * Verify that electrical work is performed by qualified personnel holding valid certifications. ### **Field Monitoring** * Conduct daily inspections at work fronts to identify unsafe acts and conditions. * Immediately address deviations, incidents, and near misses. * Coordinate submission of daily HSE shift reports and logs. ### **Training and Safety Culture** * Deliver HSE inductions specific to major shutdowns. * Conduct safety talks, lessons learned sessions, and ongoing feedback to personnel. * Ensure all personnel understand critical risks and emergency protocols. ### **Environmental Management** * Supervise appropriate handling of hazardous and non-hazardous waste. * Verify spill response, emissions control, temporary storage practices, and compliance with applicable environmental regulations. ### **Coordination and Communication** * Maintain constant communication with Production, Maintenance, Operations, and Contractors. * Participate in daily shutdown coordination meetings. * Ensure timely delivery of executive HSE performance indicator reports. **Profile Requirements** ------------------------- ### **Education** * Engineering or technical degree in Safety, Electrical, Mechanical, Industrial, or related fields. * Certifications or courses in industrial safety are desirable. ### **Experience** * Minimum **3–5 years** as an HSE Supervisor in **major shutdowns**, major maintenance, or intensive work in industrial plants. * Demonstrable experience in energy, cogeneration, petrochemical, or similar industries. ### **Technical Knowledge** * Proficiency in **LOTO procedures** and hazardous energy control. * Solid knowledge of **electrical safety**, energized equipment, and de-energization maneuvers. * Ability to interpret P&IDs, single-line diagrams, and risk analyses. * Familiarity with STPS, NFPA, and OSHA regulations (desirable). ### **Skills** * Leadership and technical authority on-site. * Contractor management and conflict resolution. * Preventive mindset, decision-making ability, and effective communication. * Ability to work under pressure and during extended shifts.
