The IRC leads the way from harm to home. **Consultancy Context** Many displaced Mexicans, as well as people on the move and those affected by other forms of violence, are stranded along Mexico’s northern border. Many others are present in this region as a result of being forcibly returned from the U.S. via the land border. The IRC supports all individuals with needs through a comprehensive response that includes health and protection services. **Consultancy Objectives** **Overall Objective:** To provide Primary Health Care (PHC) and Sexual and Reproductive Health (SRH) services to internally displaced persons, people on the move, and those affected by other forms of violence in Ciudad Juárez. In addition, conduct health promotion activities. **Specific Objectives:** * Ensure continuous and accessible delivery of PHC and SRH services, guaranteeing comprehensive coverage, quality care, and compliance with project indicators. * Implement systematic health promotion activities focused on PHC and SRH, targeting beneficiary populations in strategic intervention sites, as well as applying a community\-based approach in areas where the target population resides. **Activities** Primary Health Care (PHC) * Management of common acute illnesses * Preventive services * Support and referral to mental health and psychosocial services * Promotion of maternal and child health * Referral of complex cases to specialized care Sexual and Reproductive Health (SRH) * STI management * Care for survivors * Medication\-induced abortion Health Promotion * Informational talks **Expected Results and Deliverables, Associated Activities, and Delivery Dates** To achieve the objective, the consultancy is expected to produce monthly deliverables starting from the contract date. **Requirements** **Consultant Profile** Education and/or Technical Requirements: * Degree in Medicine and Surgery (or equivalent). * Valid professional license in Mexico (mandatory). * Preferred: Diplomas or courses in public health, community health, SRH, PHC. * Preferred: Certifications in Psychological First Aid (PFA), mhGAP, care for survivors of sexual violence, induced abortion (IA), VCAT, or other rights\-based approaches. * Professional liability insurance Work Experience: * Minimum 2–3 years of clinical experience (PHC, general practice, basic or community emergencies). * Experience working with vulnerable populations (people on the move, internally displaced persons, shelter residents, individuals lacking regular access to services). * Experience in high\-demand settings outside hospitals (community clinics, mobile units, outreach teams). * Experience delivering care in humanitarian contexts. * Preferred prior experience with NGOs, humanitarian organizations, or international cooperation agencies. * Willingness and ability to travel independently and mobilize to service sites in Ciudad Juárez. **Consultancy Implementation Period** February 1, 2026 – May 15, 2026. **Start Date of the Consultancy** February 1, 2026 **Proposal Submission** This consultancy will be contracted as a short\-term consultancy.
