Work Location Mexico/ Home Based/Working Remotely Expected duration 01.12.25 -31.12.2025 Duties and Responsibilities SDG target 7.1 states that access to affordable, reliable, and modern energy services must be ensured for all. The indicators used to measure progress are the "percentage of population with access to electricity" and the "percentage of population primarily relying on clean fuels and technologies." While progress in access to modern energy is notable in Central American countries, populations still remain in energy poverty, with limited or no access to electricity and clean fuels and technologies, or simply unable to afford the costs associated with modern energy services. Few studies have been conducted on energy poverty in Central American countries, and those that exist analyze the issue based on data from only one or two years. The Energy and Natural Resources Unit at ECLAC's subregional headquarters in Mexico is conducting a study on energy poverty that considers aspects of energy demand and analyzes variables from household surveys (types of fuels used, housing characteristics, and sociodemographic characteristics). Therefore, ECLAC considers it appropriate to carry out a consultancy to process multi-year household and household income and expenditure surveys from several Central American countries, which are part of the ECLAC Household Survey Database (BADEHOG), in order to create ad hoc databases for analyzing energy poverty and to conduct quantitative analysis using the processed data. The results of this consultancy will be incorporated into the report on the characterization of energy poverty being prepared by the Energy and Natural Resources Unit at ECLAC's subregional headquarters in Mexico. Objectives and Deliverables 1. Process household and household income and expenditure surveys to generate ad hoc databases for the characterization of energy poverty in Central America (Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama, and the Dominican Republic). 2. Quantitatively analyze the relationship between access to electricity and primary cooking fuel with other survey variables, such as housing characteristics and sociodemographic variables. Descriptive analysis and the use of a logit model are recommended. 3. Develop an analytical proposal to relate variables from the ad hoc databases with economic and energy sector variables. Consultant's obligations: a) Provide clarifications, expansions, or additional information as deemed necessary by the supervisor to achieve the agreed deliverables. b) Certify that they are the original author of the work and products submitted to ECLAC and confirm that the content of the works, databases, and documents presented represents their intellectual contribution and that the form and content are not simultaneously being submitted elsewhere for publication. c) Grant ECLAC copyright, patent, and any other intellectual/industrial property rights, where applicable, over the works and documents produced by the consultant under contracts funded by ECLAC resources. d) If traveling on mission, complete the required safety courses by the Organization and enter their mission report into MRS (or provide the necessary information to the Unit for entry into MRS) and submit their travel claim within two weeks after the mission ends. e) Ensure that all data and references to materials and publications are properly credited and included in bibliographic notes and citations. f) Declare having obtained the necessary authorizations from holders of intellectual property rights, as applicable. g) The document must be written in Spanish, using Microsoft Office 2013 Word or Excel or compatible versions (font: Times New Roman, 12 pt, 1.5 line spacing), with minimal use of instructions, specifications, codes, or special formats (e.g., only one font type should be used). Use the ECLAC editorial manual and guidelines for structuring the bibliography. Submit tables, graphs, diagrams, etc. (in editable format) via Excel, PowerPoint, or any other software used. Performance Indicators: - Demonstrate broad knowledge of the subject. - Be receptive and responsive to feedback and recommendations from ECLAC staff. - Quality of the delivered document. Work Location: The consultant will carry out their activities from their place of residence. Qualifications/special skills Bachelor’s degree in economics, data science, or related fields.
