Work Location Mexico/ Home Based/Working Remotely Expected duration 01.12.25 -31.12.2025 Duties and Responsibilities SDG target 7.1 states that access to affordable, reliable, and modern energy services must be ensured for all. The indicators used to measure progress are the "percentage of population with access to electricity" and the "percentage of population primarily relying on clean fuels and technologies." While progress in access to modern energy is notable in Central American countries, populations still remain in energy poverty, with limited or no access to electricity and clean fuels and technologies, or simply unable to afford the costs associated with modern energy services. Few studies have been conducted on energy poverty in Central American countries, and those that exist analyze the issue based on data from only one or two years. The Energy and Natural Resources Unit at ECLAC's subregional headquarters in Mexico is conducting a study on energy poverty that considers aspects of energy demand and analyzes variables from household surveys (types of fuels used, housing characteristics, and sociodemographic characteristics). Therefore, ECLAC considers it appropriate to carry out a consultancy to process multi-year household and household income and expenditure surveys from several Central American countries, which are part of the ECLAC Household Survey Database (BADEHOG), in order to create ad hoc databases for analyzing energy poverty and to conduct quantitative analysis using the processed data. The results of this consultancy will be incorporated into the report on the characterization of energy poverty being prepared by the Energy and Natural Resources Unit at ECLAC's subregional headquarters in Mexico. Objectives and Deliverables 1. Process household and household income and expenditure surveys to generate ad hoc databases for the characterization of energy poverty in Central America (Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama, and the Dominican Republic). 2. Quantitatively analyze the relationship between access to electricity and primary cooking fuel with other survey variables, such as housing characteristics and sociodemographic variables. Descriptive analysis and the use of a logit model are recommended. 3. Develop an analytical proposal to relate variables from the ad hoc databases with economic and energy sector variables. Result of Service At the end of the consultancy, the consultant will deliver a document diagnosing and analyzing the honey value chain in the district of Bogotá. The study and analysis of the honey value chain in the district of Bogotá will allow identifying existing constraints in different links that hinder resilience and strengthening of the chain. Simultaneously, the consultancy will have enabled the consolidation of continuous and coordinated local coordination between the designated focal point and the main actors of the value chain. This diagnosis will constitute a key technical input for the subsequent phases of component 3 of the project “Rural agricultural value chains and subnational climate-smart technology policy in Latin America and the Caribbean”, particularly for the development of an action plan promoting climate change adaptation, improved productive capacities, and the inclusion of women and youth in the chain. This action plan will be built upon the constraints and capacities identified in the diagnosis. Work Location MEXICO CITY Expected duration 01\.12 to 16\.03\.26 Duties and Responsibilities Background Within the framework of the project “Rural agricultural value chains and subnational climate-smart technology policy in Latin America and the Caribbean”, implemented by the Economic Commission for Latin America and the Caribbean (ECLAC) during the period 2025–2028, the aim is to strengthen technical and institutional capacities at national and subnational levels to promote more productive, inclusive, and climate-resilient agriculture. This project is funded through the 17th tranche of the United Nations Development Account and is being implemented in four pilot countries: Colombia, Cuba, Chile, and Haiti. Component 3 of the project, led by ECLAC's Subregional Office in Mexico, aims to promote economic and social improvements in selected rural value chains through a participatory and territorial approach. Key activities include the development of technical diagnostics, dialogue roundtables, action plans, training workshops, and online learning materials. These actions focus on identifying productive, technological, economic, and institutional bottlenecks, as well as proposing strategies for strengthening value chains, with emphasis on climate change adaptation and the inclusion of women and youth. In the case of Colombia, the project’s counterpart entity is the District Secretariat of Economic Development of Bogotá, which has identified and selected the honey value chain as a priority intervention area. As part of the first phase of work with this chain, a technical diagnosis is planned to understand its current functioning, map its key actors, and analyze its main productive, technological, and economic characteristics. The analysis must also examine the main challenges limiting the performance and development of the chain, both overall and at specific stages. This work will be carried out using ECLAC’s methodology for strengthening value chains (ECLAC, 2016\), and will integrate gender, youth, and environmental sustainability perspectives throughout. 2025\-SP11\-PRO\-1 Activities or functions to be performed: The consultant, under the supervision of the ECLAC team, shall carry out the following activities: 1\. Collect and analyze information through a literature review. 2\. Identify key actors in the honey value chain in Bogotá and others relevant in Colombia. 3\. Coordinate with authorities of the Bogotá district government, as well as other relevant stakeholders, the necessary interviews (fieldwork) to gather information for the diagnosis. 4\. Develop a diagnostic plan with proposed instruments for collecting field data and information. 5\. Prepare a report containing information derived from fieldwork. 6\. Based on the analysis of information from point 1 and point 5, prepare a diagnostic report containing: mapping of the chain, identification of key links and actors; and analysis across six levels: i) international and national context of the chain, ii) economic, including international trade, iii) markets and technological knowledge (including climate-smart technologies), iv) governance, v) support organizations, and vi) environment. It should be noted that the gender perspective must be integrated across all six levels of analysis. The document will conclude with the identification of constraints or bottlenecks, both at systemic level and per link. 7\. Support ECLAC and officials of the Bogotá district government in organizing the first dialogue table for validation of the diagnosis and identified constraints. 8\. Incorporate changes and suggestions from the ECLAC team and counterparts after review of deliverables.
